DESCRIPTION OF EXISTING SITE AND CURRENT USE
The site is currently used as a waste transfer station and recycling operation run by a company called FPL Recycling.
Planning Permission for use as a waste transfer station was granted in 2004 and Freefyfe properties purchased the site in January 2006. Since purchasing the site, Freefyfe Properties have installed mains electricity and telecom supplies. They have also erected a maintenance shed with associated surface water drainage provision.
The site is currently set out as a general mix of operations consisting of skip collection/ deposit and the sorting and recycling of inert waste. There is no apparent separation between work areas and the look of the site can be described as 'generally untidy and incoherent'.
DEVELOPMENT PROPOSALS
The owners and operators of the site wish to 'tidy up' the area and make working areas more efficient and to improve the general working environment and look of the site.
It is proposed that the recycling sorting and bailing operation be undertaken in 2 new work sheds.
Shed 1 will be used to mechanically separate the waste into metal, timber, plastic and paper through a mechanical Tromwell/ picking station. The sorted waste will be put into skips at the end of the picking station.
The sorted waste will be moved to Shed 2 whereby the waste will be compacted and bailed ready for shipment for recycling or to the waste incinerator for burning.
It is proposed that the bund at the North of the site will remain as a visual barrier towards the road/ existing bungalow.
It should be noted that the owners/ occupiers of the site do not wish to increase the size of the existing business, but want to tidy up the area and improve the efficiency of their current operation. The proposals are a positive contribution to the area and serve to improve the visual impact and Health and Safety Management of the current operations.
A diagrammatic layout of the proposed recycling operation within each shed is attached to this report.
