Environment Policy 32
Requires that alterations to a Registered Building which would detrimentally affect its character or appearance will not be permitted. The officer assessed the plant, railings and wall raising as harming the character of RB32 due to visibility against the rear elevation in a sensitive location.
Environment Policy 35
Requires development within a Conservation Area to preserve or enhance the area. The proposal failed as the elements were unsightly, inadequately screened, and did not respect the historic environment despite partial screening attempt.
Planning Policy Statement 1/01 - Policy CA/2 (Conservation Areas)
From PPS 1/01; applied to assess impact within Castletown Conservation Area. Conservation Officer found the retrospective installations unacceptable for not considering the area's character.
RB/5 Alterations and Extensions
From PPS 1/01 for Registered Buildings; the alterations were deemed not to preserve the building's character due to prominent modern features.
Members of the public and Castletown Heritage submitted objections to the retrospective planning application citing visual intrusion, harm to the conservation area, and privacy impacts; Manx Electricity Authority requested contact for electricity supply discussions without objection.
Key concern: Visual impact and intrusion of air conditioning units, railings, and boundary wall raising in conservation area and registered building setting

Castletown Heritage
ObjectionThe above work was completed without any consideration to the planning requirements and the designation of the building.; As an organisation we do not believe this application can even be approved with conditions given the significant impact it has on the surrounding area and only total removal is acceptable.
John Cringle and Pauline Cringle
ObjectionThese items form a visual eye-sore and are totally out of character with the surrounding area; A view from the front of our house of scaffolding hand railings and large modern extractor units is totally unacceptable.; Realistically this is acceptance on the part of the applicant that the installation is unsightly and a mitigation action to hide it
Mrs J A Salisbury-Jones
ObjectionThey are very intrusive (see Ava's photographs) and I think, quite unnecessary.; To maintain the plant, workmen have to go outside the railings anyway.; I would like to see the railings taken down but would not object to the rest.
