Environment Policy 35
Requires developments to preserve or enhance special character/appearance of Conservation Area. Assessed as proposal improves rear appearance by removing prominent equipment/screen, using heritage materials publicly visible, with new elements not visible or reduced impact.
Environment Policy 34
Preference for traditional materials in maintenance/alteration/extension of pre-1920 buildings. Proposal uses black heritage-style aluminium SVP, sliding sash windows, tanalised timber screen - deemed appropriate.
Environment Policy 32
Higher scrutiny for Registered Buildings. Rear flat roof annex has no historical/architectural interest (interest only in front), so works do not affect fabric of value.
Strategic Policy 4
Policies for Registered Buildings introduce care in changes to fabric. No impact on front interest area; rear changes acceptable.
General Policy 2
General standards protecting area character and adjacent residential living conditions. Conditions ensure acceptable noise, colours, fascia for outlook/noise impacts.

Scrutiny for Registered Buildings. Rear unaffected.

Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure)(No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Flat roof use restriction
The flat roof area may be used only for access for maintenance purposes. Reason: the use of this part of the building for leisure or non-maintenance purposes would result in an unneighbourly impact on the living conditions of those in adjacent properties and the application has not been assessed as such.
Fascia boards painting
The new fascia boards must be painted white within one month of their installation. Reason: to ensure that the development has an acceptable impact on the outlook from the neighbouring property.
Flat roof colour
The new flat roof must be a charcoal grey colour as viewed externally. Reason: to present an acceptable visual impact on the area.
Noise levels from equipment
The noise levels from the proposed heating/cooling equipment must be in accordance with the data presented in the technical brochure relating to these elements of the scheme. Reason: to ensure that the equipment has an acceptable impact on the surrounding area.
amended plan resolves their concerns
no longer object subject to conditions on noise, fascia painting, roof colour, and maintenance-only use
Neighbour at Castle House, 7 The Parade objects to several aspects of the proposal including roof features, drainage, noise, and visual impacts in the conservation area, requesting specific conditions; Castletown Commissioners initially objected to the external soil pipe but withdrew objection after amendments.
Key concern: drainage discharging water onto neighbouring listed property causing physical damage
Castle House, The Parade, Castletown (immediate neighbour)
Conditional No ObjectionWe object to the installation of permanent features on the roof in this conservation setting where these are not absolutely essential; Planning conditions should prevent discharge of water coming into our property; We would like soundproofing the upstairs and soft close doors to form part of the planning conditions; If the application had the conditions below attached to it I would no longer object
Conditions requested: roof colour specified as charcoal grey; cabling and pipework to be hidden or camouflaged under smooth surface; no permanent non-essential features on roof including man-safe system unless proven necessary; roof access for maintenance only, within working hours (9am-5pm weekdays), no unsociable hours or weekends; no drainage discharge onto neighbouring property, all rainwater to discharge to street or Co-op's own property; roof features not raised higher than existing roof line abutting neighbour; soundproofing to upstairs areas and soft close doors for break-out area; air conditioning units no louder than present, reduced noise when shop closed, silent at night and weekends; removal of damaged render from rear wall; finish on sides facing property to be clean, neat, unobtrusive, and painted white with wide/tall fascia
Castletown Commissioners
No ObjectionMy board wish to object to the application by virtue of the soil pipe being places on the exterior of the building on George lane; I believe that the amended proposals have satisfied the concerns
