THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises the residential curtilage of a detached dwelling that is located on Bircham Avenue in Ramsey. The proposed development comprises the creation of off road parking and vehicular access onto the highway. PLANNING HISTORY
The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application.
REPRESENTATIONS Ramsey Town Commissioners have no objections to the planning application. The Department of Transport Highways Division do not oppose the planning application. Manx Electricity Authority expresses an interest in the planning application. PLANNING POLICY
In terms of local plan policy, the application site is within an area recognised as being within predominantly residential use under the Ramsey Local Plan Order 1998. There are no policies with Planning Circular 2/99, the written statement that accompanies the local plan, considered specifically material to the assessment of this current planning application.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. General Policy 2 states:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
Paragraph 8.12.1 of the Isle of Man Strategic Plan 2007 states "As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general."
The planning application seeks approval for the creation of off road parking and vehicular access onto the highway.
The two main considerations are impact on highway safety and impact on visual amenity. In terms of impact on highway safety the lack of opposition from the Department of Transport Highways Division is taken as evidence that the proposal should not cause undue harm to highway safety. In terms of impact on visual amenity it is considered that the scale and appearance of the proposal is relatively modest and in keeping with the urban street scene.
It is recommended that the planning application be approved.
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Ramsey Town Commissioners; and The Department of Transport Highways Division.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the location plan, site plan and dimension plan date stamped the 30th December 2008.
N 1. The applicant is advised to contact the Network Operations Section of the Department of Transport (Telephone 686665) prior to carrying out any works within the highways, including the installation of dropped kerbs.
