The application site represents Peel Association Football Club, Douglas Road, Peel. The site is situated on the south western side of the road with vehicular access being provided at the north eastern corner.
This application seeks approval for the erection of signage either side of the existing entrance. The submitted plans are basic however the signage would consist of 3 sections arranges one above the other with each being 2.5 metres wide with a collective height of approximately 2.2 metres. The signage would be constructed from white plastic with black lettering.
The application site is located within an area identified as being "Football Ground" by the Peel Local Plan. Within the Isle of Man Strategic Plan, the following policy is considered relevant:
General Policy 6, which states:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
There are no previous planning applications considered specifically relevant in the assessment and determination of this application.
Peel Town Commissioners do not object to this application. The Department of Transport Highways Division does not object to this application. Mr Crookall MHK has expressed an interest in this application.
The main issues to be considered in the assessment and determination of this application are those set out within General Policy 6 of the Strategic Plan.
It is judged that in terms of part (a), the signage would be of a sufficiently high standard of design and materials and would clearly relate well to the football club site on which they are to be displayed. As such it is judged that the proposed signage would comply with part (b) with being in keeping with the surrounding area.
Turning to part (c), on speaking with the Department of Transport Highways Division, it was ascertained that the signs would be located so as not to cause a highway safety hazard in that existing visibility splays would not be obstructed.
Permit.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

C 1. a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice. b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department. c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department. e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission. f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.
C 2. This approval relates to the erection of signage at the entrance of Peel Association Football Club, Douglas Road, Peel as shown by the plans and information 2108/1, 2108/2, 2108/3 and Photographs x 4 all received 14th November 2008.
