The application site represents the curtilage of field 1167 adjoining Sarah's Cottage, Ballasloe in Cornaa. The proposal is located north of Cornaa just off the A15.
The application site is within an area recognised as being within "Area of High Landscape or Coastal Value and Scenic Significance" under the Isle of Man Development Plan, 1982. The Isle of Man Strategic Plan 2007 does not contain any policies regarding this application.
The following previous planning applications are considered relevant in the assessment and determination of this application: Case PA 03/00900/A a) Approval in principle for the replacement of existing dwelling – Approved at Appeal

The planning application seeks approval for the creation of the new vehicular access at field 1167 North West of "Sarah's Cottage" in Cornaa. The access would be 4m wide and would have a visibility splay of 2m x 36m in both directions which are required for this development. This would involve lowering everything within this visibility splay to a minimum height of 1.050m.
The Department of Transport Highways Division do not oppose subject that the visibility splays of 2 metres x 36 metres are required for this development.
Maughold Commissioners have concerns regarding the lack of information regarding the purpose of the proposal vehicle access.
Department of Agriculture, Fisheries and Forestry (DAFF) have some concerns that there should be no development within 8 metres of the watercourse in order to minimise the risk of disturbance to the river, and measures must be in place during any construction works to minimise the risk of damage or disturbance to the river.
The application site is within an area recognised as being an Area of High Landscape or Coastal Value and Scenic Significance under the Isle of Man Development Plan, 1982. The proposed application is designed in accordance with the requirements of The Department of Transport Highways Division of 2m x 36m in both directions and with the splay a minimum height of 1.050m. This creates an accessible and safe access to and from the field.
After receiving additional information from the applicant and agent (on the 12th November) regarding the lack of information on the purpose of the vehicle access, it is clear that the proposal is required solely for access to the field and assisting in the demolition of the existing cottage.
The development is not within 8 metres of the nearest watercourse as a result it would not affect The Department of Agriculture, Fisheries and Forestry (DAFF) concerns regarding the risk of disturbance to the river.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

The approved access should service the field and assist in the demolition of the existing cottage and not in connection with the residential use of the existing or the purposed dwelling at Sarah’s Cottage. Following completion or first occupation of the replacement dwelling at Sarah’s Cottage, no domestic traffic associated with that property shall use the access hereby approved.
