General Policy 2
General Policy 2 of the Strategic Plan requires development to respect character and amenity. The rear extension and front ramp were found to adversely affect the character of the Registered Building and visual amenities of the locality.
Environment Policy 32
ENV32 states extensions or alterations detrimentally affecting a Registered Building's special character will not be permitted. The proposals' scale, design contrast, and interface issues failed this test.
Transport Policy 7
TP7 requires parking per standards. The proposal provided 38 spaces against a 22-space requirement for 1123m² office space, exceeding standards.
RB/5 Alterations and Extensions
RB/5 presumes against alterations/extensions to Registered Buildings unless justified as desirable/necessary with full impact assessment. Applicant's short statement inadequate; no demonstration of sensitive handling, especially rear interface obscuring historic façade.
No Objection
Douglas Corporation has no objection to the proposals including 08/01565/CON. The Isle of Man Victorian Society objects to specific design elements of the rear extension and front alterations for Registered Buildings 98 and 99 at 16-18 Finch Road.

Objectionwe are concerned and therefore object to the manner in which it is proposed to be undertaken.; This is a Registered Building and the whole of the exterior of the building is registered and therefore as little disturbance as possible should take place to the existing fabric.; The new build should take the form of a separate building with its own northern gable in line with the first row of columns shown on the plan. There should then be a link incorporating the staircase and lift shaft but this should be "pinched in" to the size of the stairwell shown on the plans... leaving the existing south wall of the Registered Building exposed.; We are strongly of the view that these items are very important for the integrity of the Registered Building.
Conditions requested: reinstate railings to No 16 on the line of the rear of the footpath stopping at ramp commencement with simple handrail; change two storey toilet block to double pitched roof like adjoining property; replace the two central pillars of the portico; make new build a separate building with northern gable in line with first row of columns and pinched link incorporating staircase and lift shaft to leave existing south wall exposed
