Department Of Infrastructure ## Memorandum To: Jennifer Chance, Development Control Manager From: Ian Brooks, Planning Officer Subject: Extension of time: PA08/01333/A - Approval in principle for re-use of site as a Primary School, outdoor football pitch, car parking and Central Community Health Centre, Former Nobles Hospital, Westmoreland Road, Douglas Date: 18/10/10 Planning application number 08/01333/A was granted planning permission on 9th October 2008 subject to conditions. Condition 1 stated that: "This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application." In a letter dated the 8th July 2010, the applicant's agents have indicated that the Department of Education and Children will shortly be instructing the detailed design of this proposal - subject to available funding; however, as the Reserved Matters application is unlikely to be ready by the date of expiry of this approval on 9th October 2010, they are applying for a one year extension to this approval. This is the first extension of time request to extend the current permission, which has been submitted by the applicants. If the permission was granted for a further year this would not exceed the 4 year limit as set out in the Development Procedure Order without requiring special circumstances to be explained to justify the extension of time. I therefore recommend that the permission should be extended.
