Infrastructure Policy 4 (Draft Strategic Plan)
Policy encourages reuse or sharing of existing sites for telecommunications infrastructure, notwithstanding any designated areas. The officer implicitly applied this by approving works on an established broadcast site without requiring evidence of alternative sites. The supporting statement justified reuse due to technical constraints on relocation and need to avoid aerial reorientation for viewers.
