The site represents the residential curtilage of 12 Central Drive, Onchan, which is part of a row of two storey terraced properties, which are located on the south-western side of Central Drive.
The property has been zoned under The Onchan Local Plan Order 2000 as being within an area of "predominately residential"; the site is neither within a Conservation Area nor within an area of High Landscape Value or Costal Value and Scenic Significance.
There are previous planning applications which are considered relevant in the assessment and determination of this application.
The application seeks approval for the erection of a single storey rear extension. The proposal would replace an existing rear outlet. The extension would have a rear projection of 2.64 metres from the rear elevation, a width of 3.1 metres and a height of 3.2 metres.
Onchan Commissioners have objected on the following grounds:- The proposal would be over intensive and dominate the adjoining properties Highways Division:- Do not oppose The Drainage Division :- No Objection (30/09/08) The owners/occupiers of 14 Central Drive, Onchan, have no objection to the proposal but do have one concern which relates to how the proposed flat roof will tie into their existing flat roof.
The material planning considerations for this application are:-
Impact upon residential amenities of the neighbouring properties The proposal is a minor extension, which would replicate a similar extension located at the neighbouring property Nr 14 Central Drive. The proposal, due to its proposed size, and siting would not result in any adverse impacts upon the residential amenities of the neighbouring properties, either through loss of light, overbearing impact and/or overlooking resulting in a loss of privacy.
The concern of the neighbour which regards to how the two roofs will be tied together is not a material planning consideration, but a civil matter between the two relevant parties.
Visual appearance upon the street scene The proposal would be located to the rear of the dwelling, and therefore would not be visible from the public highway. The rear boundary consists of a 2 metre high fence; this screens the rear garden from the privately owned rear lane. Overall, it is considered given the size, design and siting, the proposal would be in keeping with the visual appearance of the existing property and that of the street scene.
Overall, it is considered the proposal to be acceptable. Accordingly, it is recommended the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the rear extension as proposed in the submitted documents and drawing 0080/01 01 all received on 22nd July 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects.
