In accordance with paragraph 10 of the above Order, the person appointed by the Government in Council to consider the application has submitted his report.
After consideration the Council of Ministers has accepted the recommendations contained in that report and the application is approved subject to the conditions attached to the report.
In accordance with paragraphs 10.3(a) and (b), a copy of the appointed person's report is enclosed.

- This report is based upon written representations and a site visit carried out on 6 October 2008. The report contains a site description, a statement from the applicant Department and the comments of the Maughold Parish Commissioners. The report concludes with my assessment and recommendation.
Site Description
- The property consists of a residential curtilage containing a single storey detached dwelling; it is located on the eastern side of the A15 road, southwest of the Maughold Parish Church.
The Application
- It is proposed to replace windows and doors at the property; at the present time they are a mixture of timber and UPVC. The new windows and doors would all be in UPVC and of the same style as the existing windows and doors.
Statement of Director of Planning and Building Control
- The material points are:
- The site is within an area zoned as "white land" under the 1982 Development Plan Order; it is within a conservation area and an area zoned as High Landscape Value or Coastal Value and Scenic Significance.
- There are no previous planning applications on the site.
- The proposal would improve the appearance of the existing property and the conservation area as a whole; the design of the windows would be appropriate for this 1970s bungalow as the replacements would match those that exist.
- Recommend approval subject to two conditions.
Consultations
Maughold Parish Commissioners
- No objections.
Assessment
- As the proposed replacement windows and doors would be in a similar style to the existing windows and doors, I can see little wrong with the proposal. Although planning policy does seek to renew such structures with timber, as the property already contains UPVC windows, I have concluded that the proposed scheme should be permitted.
Recommendation
- That planning permission be granted subject to the two conditions suggested by the Director of Planning and Building Control.
