Officer's Report
The Site
The application site represents the curtilage of 1 Victoria Terrace, Glen Road, Laxey. The property is a terraced two-storey dwelling which faces North-East onto Victoria Terrace.
Planning Status
The site is located within an area identified as Predominantly Residential Use by the Laxey and Lonan Area Plan 2005. The site is also identified as being within the Laxey Conservation Area. The application is for the replacement of windows and as such is to be assessed with regard to Planning Circular 1/98 'The Alteration and Replacement of Windows', specifically Policy 6 'Buildings in a Conservation Area', which states:
"If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from a public thoroughfare MUST HAVE THE SAME method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE THE SAME pattern and section of glazing bars and the same frame sections as the original windows.
Windows not readily visible from the public thoroughfare must have the same or similar pattern of glazing, but not necessarily the original method of opening, whatever material used in the construction."
Planning History
There have been no previous planning applications considered relevant in the assessment and determination of this application.
The Proposal
The application seeks approval for the replacement of the existing single glazed timber framed windows to the front and rear elevation with UPVC double glazed sliding sash windows.
Representations
Laxey Commissioners do not object to the application. The Department of Transport Highways Division do not object to the application. We have received no privately written representations in relation to the application.
Assessment
Planning Circular 1/98 states that the replacement windows on a property in a location such as this should preferably have the same method of opening and same glazing bar pattern as the original windows. In this instance the existing windows are a mixture of opening methods and glazing bar patterns. The proposed sliding sash windows are judged as being acceptable as they will be an improvement on the pre-existing. Planning Circular 1/98 does not require that the original material is used in replacements and as such UPVC is considered to be an acceptable replacement.
Recommendation
It is recommended that the application be permitted.
