Officer's Report
The Site
The application site represents the curtilage of St Georges Mill, Glen Road, Laxey. The property is a substantial two storey workshop which is adjoined either side by other buildings as part of the Woollen Mill.
Planning Status
The site lies within an area identified as Light Industrial Use by the Laxey and Lonan Area Plan 2005. The site also lies within the Laxey Conservation Area. Environment Policy 35 of the Isle of Man Strategic Plan 2007 states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

Representations
Laxey Commissioners do not object to the planning application. The Department of Transport Highways Division do not object to the planning application. We have received no privately written representations in relation to this planning application.
The Proposal
The application seeks approval for the removal of the existing tar and felt covered tin roof and the tar and tin corrugated wall on the second floor north facing wall to be replaced with 80mm trapezoidal roof panels which will be dark grey in colour. No elevations in the roof line will be altered.
Assessment
As the property is within a Conservation Area extra consideration must be given. The proposed change in material for the roof and upper wall are modest and will be beneficial to the aesthetics of the building, the neighbouring properties and the Conservation Area in general. The existing roof has become tired in its appearance and needs updating, the modern trapezoidal roof panels are deemed to be an acceptable replacement. The Conservation Officer has no objection to the planning application.
Recommendation
It is recommended that the planning application be permitted.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to roof alterations as shown in site plans 00651/1, 00651/2, photo sheet, and roof sample submitted and date stamped 27 March 2008 and roof details submitted and date stamped 10 April 2008.
C 3. The roof must be finished in the material shown by the sample provided in the planning application.
