Officer's Report
The Application Site
The application forms the residential curtilage of 8 - 10 Peel Street, Ramsey, which part of a row of three storey terraced properties located on the northern side of western side of Peel Street.
Planning Policy
The application site is within an area of “Town Centre” use, under the Isle of Man Planning Scheme (Ramsey Local Plan) (No. 2) Order 1998, hereafter referred to as the Ramsey Local Plan. The site is within Ramsey Conservation Area

Planning History
There are no previous planning applications which are considered relevant in the assessment and determination of this application.
Proposal
The application seeks approval for the installation of replacement windows to rear.

Ramsey Parish Commissioners have no objection
The Authority has received no privately written representations objecting to the application.
Assistant Conservation Officer'S Supplementary Report
The properties in question are located to the rear of peel Street in Ramsey which is within the Ramsey Conservation Area. The proposed works have been considered in conjunction with the recommendations as outlined in Policy CA/2 in relation to Planning considerations and future developments within a Conservation Area in addition to Planning Circular 1/98. The preference of the Conservation Section being to retain/maintain the architectural character of the area.
It is noted however, that the windows in question consist of a mixture of original timber sliding sashes as well as later casement windows, both in wood and uPVC. Given their location and the fact that the rear of these properties are not readily overlooked by members of the public, it is my considered opinion to recommend approval for the proposed window replacements.
Assessment
Whilst the property is within a Conservation Area, the replacement windows are to the rear elevation of property, and therefore not apparent from the surrounding public highways and street scenes. The proposals would be a vast improvement over the existing windows which are in a very poor state of repair and are a mixture of styles and design of windows. The proposals, whilst uPVC casements will improve the existing appearance of the rear elevation by having a more uniform style of windows.
Recommendation
For these reasons the proposals would seem appropriate in these locations and therefore it is recommended the application for an approval.

This approval relates to the window alterations to the rear elevation as proposed in the submitted documents and drawings 00606/1 and 00606/2 all received on 20th March 2008.
