Strategic Policy 2 - Priority for new development to identified towns and villages
Restricts countryside development to GP3 exceptions; proposal does not fit listed exceptions but accepted due to established leisure use precedent.
Spatial Policy 5
Limits countryside development to GP3; officer weighed prior approvals and site history as justifying exception for leisure ancillary building.
General Policy 3
Prohibits unzoned countryside development except specific cases; does not list leisure/shooting but prior 1989 leisure approval and building precedents establish principle acceptable if no countryside harm.
Environment Policy 1
Protects countryside unless overriding need/no alternative; minimal impact from siting/topography/screening means no adverse effect.
Environment Policy 2
Prioritises landscape character in AHLV; building does not harm quality due to enclosure by woodland/gorse, distance from views, and muted design.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Removal if leisure use ceases
The buildings hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used or required for leisure purposes. Reason: The building has been exceptionally approved solely to meet the need of the club in association with the leisure use of the land and its subsequent retention could result in an unwarranted intrusion in the countryside.
