General Policy 3
Permits replacement of existing rural dwellings (cross-ref Housing Policies 12-14). Officer states the erection of a replacement dwelling is 'fundamentally acceptable' under this policy as an exception to general restrictions on countryside development.
Environment Policy 2
Protects Areas of High Landscape or Coastal Value and Scenic Significance (AHLVSS); development permitted if no harm to character/quality or essential location. Site in wider AHLVSS but officer concludes 'landscape need not be unduly harmed' due to existing residential/built development; specific impact deferred.
Environment Policy 3
Prohibits unacceptable loss/damage to woodland of amenity/conservation value. Part of site designated private woodland/parkland but officer finds it 'somewhat ambitious to describe the site as such'; contains some trees but replacement dwelling can take account of them.
Housing Policy 12
Permits replacement of existing countryside dwellings unless abandoned or of historic interest capable of renovation. Officer confirms principle acceptable as existing habitable dwelling present.
Housing Policy 14
Replacement dwellings must not be substantially different in siting/size unless improving environment; floor area not >50% greater; traditional design generally. Not assessed in detail here as in-principle, but condition requires future reserved matters to 'accord with provisions of Housing Policy 14'; illustrative drawings not approved.
Time limit for reserved matters
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
Approved site area
This approval in principle relates to the application site defined by the red line on drawing no. 00055/1 rev. A date stamped the 14th January 2008.
Compliance with Housing Policy 14
No approval is granted nor should be conferred by this approval in principle for the development shown on drawing no.s 00055/1 rev. A, 00055/2 and 00055/3 rev. A date stamped the 14th January 2008.
