General Policy 3
Restricts development in open countryside to exceptions including essential agricultural/forestry operations. Equestrian ménage assessed as ancillary to rural property, fitting within countryside policy framework alongside specific equestrian policies.
Environment Policy 19
Permits equestrian activities in countryside if no loss of local amenity, high quality (Classes 1-2) agricultural land, and highways can accommodate traffic. Proposal passed tests: low visual/amenity impact (25m from road, sod hedge screening), not Classes 1-2 land, no Highways objection.
Environment Policy 20
Presumption against large-scale equestrian developments (including arenas) in High Landscape/Coastal Value/Scenic areas unless exceptional. Not applied as site lacks this designation per 1982 Development Order.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
