The officer assessed the change of use against the site's zoning for civic, cultural and special uses in the Douglas Local Plan, finding the permanent café compatible as it complements event uses at TT Grandstand and provides year-round benefit to Nobles Park without introducing non-conforming permanent retail outside main centres beyond what was already temporarily allowed.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This permission relates to the change of use of Bay 3 into a permanent cafe (use class 3) as shown in drawing number K147/P/10-02 date stamped 5th December 2007.
