Officer's Report
The Site
The application site represents the curtilage of Ballaclucas Farm, Top Road, Mount Rule Crosby. The property is situated on the northern side of the Top Road facing south.
Planning Status
The application site is located within an area identified as being High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order.
Within the adopted Isle of Man Strategic Plan, the following policies are considered to be relevant in the determination of this application:
Housing Policy 15 which states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."
PLANNING HISTORY
The property has been the subject of several previous applications which sought to extend and alter the building. Whilst these are relevant to this current application, the extension proposed here would essentially replace an existing conservatory in terms of floor area and as such it is not considered necessary to list and calculate the previous increases in floor area.
REPRESENTATIONS
The Department of Transport Highways Division has not commented on this application. Marown parish Commissioners have made no comment on this application.

THE PROPOSAL
This application seeks approval for the replacement of an existing conservatory with a sun lounge on the rear elevation of the property. The existing conservatory is positioned so that it leaves a small open area which leads to a pair of double doors into the breakfast room. It is proposed to incorporate this area into the new sun lounge and as such the new structure would increase the floor area by approximately 12sqm. The sun lounge would have a dual pitch roof and would incorporate a chimney stack. Glazed doors and side windows would feature on the north west elevation.
ASSESSMENT
The proposed sun lounge would provide a modest nett increase in floor space and would be located on the rear elevation of the property which is not readily viewed from any public vantage points. The design is sympathetic to the existing building representing an improvement over the existing conservatory. There are considered to be no adverse impacts as a result of this development.
RECOMMENDATION
It is recommended that the application be permitted.
