Key concern: protected bat roost requiring retention scheme
DAFF Wildlife & Conservation Officer
Conditional No ObjectionThe upstairs room has evidence of recent bat occupation and therefore forms a roost, which is protected under the Wildlife Act 1990.; I believe that we could agree a scheme at a later date, which allows for the operation of this business in a way that also provides for the retention of the bat roost.; Planning Condition: A scheme for the use of the barn must be agreed by the Planning Committee before any changes are made to the structure or the upstairs is used for business use. The scheme must allow for the retention of the bat roost and its use by bats.; Planning Note: The applicant is advised to discuss the bat protection scheme with the DAFF before submission to the Planning Committee.
Conditions requested: A scheme for the use of the barn must be agreed by the Planning Committee before any changes are made to the structure or the upstairs is used for business use. The scheme must allow for the retention of the bat roost and its use by bats.

Conditional No ObjectionIf permission was granted subject to conditions that strictly limited the business use to the barn and not the remainder of the site, and excluded retail use then I have no objection.; the proposal is for the conversion of an existing building rather than the construction of a new building and will therefore have little significant visual impact.
Conditions requested: permission subject to conditions that strictly limited the business use to the barn and not the remainder of the site, and excluded retail use

No CommentIf the planning committee intend to pass this application could I ask them to consider putting restrictions on its use in the form of noise, light and hours worked and if the house is subsequently sold on to another party that any approval for a small business needs to be reapplied for.; The concern I have is one I ran into some years ago in the UK. This was where approval for a light industrial business which is similar to that requested here was approved. As soon as that approval was given the house was put back on to the market as a property with planning permission to run a light industrial business which in the event turned out to be metal working.
Conditions requested: restrictions on noise, light and hours worked; if the house is subsequently sold on to another party that any approval for a small business needs to be reapplied for
