Officer's Report
The Site
The site represents the curtilage of the terraced dwelling 3 Taubman Terrace Douglas. The property is located on the southern side of the road with similar properties either side.
Planning Status
The site is within an area identified as being of Predominantly Residential Use by the Douglas Local Plan 1998. The dwelling is not within a conservation area however the dwelling was built before 1921 and as such is subject to the provisions of Planning Circular 1/98 The Alteration and Replacement of Windows, particularly Policy 7 'Buildings in an Urban Setting' which states:
'In an individual building, or group of buildings, whose principal elevations are readily visible from the public thoroughfare, if the original windows are in place, it may be possible to repair and renovate them. This can take place without permission, and will be encouraged by the Department. If repair is impracticable, or the existing windows are not the originals, the preference will be for replacement windows in the said principle elevations to have the same method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows.'

The Proposal
Proposed here is the replacement of the windows to the front and rear elevations with uPVC casement windows. The existing windows are not the originals being timber casement windows of no particular interest or merit.
Assessment
It is considered that the replacement of the existing windows is acceptable. The proposed casement windows, although not replicating the sliding sash method of opening that would have featured on the original windows, would have the same glazing bar layout and as such would represent an improvement over the existing windows.
Recommendation
It is recommended that this application is approved.
