THE APPLICATION SITE AND PLANNING APPLICATION The application site comprises the ground floor of an existing property located on Tower Road in Ramsey. The planning application seeks approval to change the use of the property from a veterinary surgery to office accommodation.
The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application.
Ramsey Town Commissioners have no objections to the planning application. The Department of Transport Highways Division do not oppose the planning application. The Disability Access Office recommends that the needs of disabled access be taken into account. The Isle of Man Water Authority requests that an informative note be attached to any approval decision notice.
The Isle of Man Fire and Rescue Service recommend that they are consulted to discuss the provision of appropriate fire precaution measures.
In terms of land use the application site is located within a wider area of land that is designated as mixed use (town centre) under the Ramsey Local Plan Order 1998. There are no policies with Planning Circular 2/99, the written statement that accompanies the local plan, considered specifically material to the assessment of this current planning application.
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.
The planning application seeks approval to change the use of the property from a veterinary surgery to office accommodation. The proposed office use is compatible with the town centre location of the application site and, as highlighted by the Department of Transport Highways Division, proposed use is likely to generate less traffic movement and car parking requirement than the existing use.
The proposed change of use is considered acceptable and it is recommended that the planning application be approved.
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Ramsey Town Commissioners; and
The Department of Transport Highways Division.
It is considered that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:
The Disability Access Office; The Isle of Man Water Authority; and The Isle of Man Fire and Rescue Service.

The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.

This approval relates to the use of the ground floor as shown on drawing no. 07/0299/1 date stamped the 13th September 2007.

The applicant/developer is recommended to contact the Isle of Man Fire and Rescue Service to discuss the provision of appropriate fire precaution measures.
N 2. The applicant/developer is recommended to contact the Isle of Man Water Authority to discuss the provision or change of any water supply.
N 3. The applicant/developer is recommended to consider the provision of disabled access.
