General Policy 3
Prohibits development on unzoned land except previously developed land with significant redundant building where redevelopment improves landscape/environment. Officer assessed site as qualifying due to long-redundant garage not excluded by definition; proposal improves visual impact on locality.
Housing Policy 15
Limits countryside extensions to 50% of existing floorspace unless exceptional; respects proportion/form/appearance of traditional property. Extension exceeds 50% but exceptionally approved as traditional design matches massing/height of Old Lhen School Hall and improves appearance.
Environment Policy 2
Protects High Landscape/Coastal Value areas unless no harm or essential. Proposal improves character/quality of landscape in AHLV by replacing garage with traditional design reducing visual impact.

Andrew Jessopp
No CommentI suppose if redundancy of the garage is established and there is no one looking for a business opportunity in the Andreas area then I suppose the redevelopment of the site for residential use is acceptable. Clearly it was acceptable in Colby.
