The site represents the curtilage of 13 Circular Road Douglas. The property is a three-storey terrace situated on the south east side of the road. There are seven similar properties in this terrace.
The site is identified within the Douglas Local Plan as being of 'Predominantly Office Use'. The site is not within a conservation area however as the property was build before 1921 planning permission for replacement windows is required. Planning Circular 1/98 provides the criteria for the replacement of windows with Policy 7 stating:
'If repair is impracticable, or existing windows are not the originals, the preference will be for replacement windows in the said principal elevations to have the same method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows.'
'Windows not part of the principal elevations and which are not readily visible from a public thoroughfare should preferably have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening, whatever the material used in there construction.'
Whilst there have been previous planning applications relating to this site, none are considered specifically relevant to this current planning application.
Douglas Corporation has not commented on this application. The Department of Transport Highways Division makes no comment on this application.

Proposed here is the replacement of the existing windows on the front and rear elevations. The existing timber windows on the front elevation are in poor condition and those installed on the third / second storey do not match those on the ground and first floors. Although the submitted window details are not particularly clear, it is proposed to replace these windows with PVC casement windows with glazing bar patterns to replicate those on the existing ground and first floor windows. To the rear elevation, the windows are at present a mixture of window types displaying timber and PVC along with casement and sliding sash openings. It is proposed to replace these with PVC casement windows without decorative glazing bars.
The terrace displays a variety of window types with some having timber casements, some retaining original timber sliding sash whilst others have PVC casements with decorative glazing bars to match the original design. It is considered that given the range of window types and the fact that the existing windows on the front elevation do not match, the proposed replacement windows for the front elevation would be acceptable.
The rear elevation is not readily viewed from the public thoroughfare and those installed at present are wide ranging in design, material and method of opening. The proposed replacements would therefore unify the façade representing an improvement.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the plans and drawings 1479/1, 1479/2 and photographs x 2 (1 sheet) submitted and date stamped 7th August 2007 and the window details submitted and date stamped 30th August 2007.
C 3. This permission relates to the replacement of the windows to the front elevation with PVC casement type windows which must have the same glazing bar pattern as the original timber framed sliding sash windows currently fitted to the ground and first floor windows of the front facade. This permission also relates to the replacement of the windows on the rear elevation with PVC casement type windows. No permission is granted for the replacement of external doors which would require a separate planning application.
I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
