RE : Approval in principle to site new agricultural dwelling at “Ballabane Farm”, Smeale, Andreas. Isle of Man. - For Mr and Mrs A. Jones.
Please find enclosed copy of our planning application prepared in connection with the above together with the following supporting letter which has been prepared to assist your department in processing the submission.
This application is to obtain outline approval for a single storey modest sized agricultural dwelling located near to the applicants farm buildings at “Ballabane” and on land currently owned by them.
Mr and Mrs Jones are a genuine Manx farming family and have farmed in this part of the island most of their lives and have over 65 years of experience between them.
They currently live in the existing farmhouse at “Leodest Farm”, however this accommodation is only rented by them and is owned by the “Clucas Trust” who have no interest in selling the property or farm land.
Our clients therefore seek to obtain approval for a property of their own for immediate occupation and in the long term for their retirement.
Their business is based on two separate farms at “Leodest” and “Ballabane” which consist of a total area of 380 acres of land. The enclosed identification drawing indicates the areas of land owned and leased by the applicants. Ballabane Farm total land @ 200 acres. 110 acres owned (outlined in red) 90 acres rented (outlined in blue) Leodest Farm total land @ 180 acres. 40 acres owned. (outlined in red) 140 acres rented (outlined in blue) TOTAL COMBINED FARM LAND AREAS = 380 acres.

Mr and Mrs Jones currently have over 700 head of livestock (300 cattle and 400 sheep) which are moved between the both farms but latterly mostly housed at Ballabane Farm in a large farm building recently constructed and formally approved by the planning authorities.
The proposed dwelling would be designed in consultation with the planning department and comply with planning circular 3/91.
All finishes would be suitable for the location and the building would be single storey with possibly some additional living accommodation within the roof space.
Windows would be vertically proportioned with substantial concrete sub cills.
A suitable landscaping scheme would be included within any future reserved matters application.
The site can be adequately serviced with electric and water. Surface water drainage would be disposed off via soakaways and foul drainage would be disposed off via a new Klargester Biodisc tank. Suitable vehicular access site lines can be achieved fronting the main highway which are required for highway safety.
The proposal site has been chosen as it is nearby to existing farm buildings at Ballabane and on land owned by the applicants. Our clients core activity is now based more at Ballabane farm and they feel that it is very important to have living accommodation nearby the farm buildings which they own and where their livestock is housed.
The proposal site is the nearest point to their farm buildings without having to pass through or overlook the existing unsightly farm yard and buildings.
The area denoted farm yard on the block plan is used for the storage of hay, silage, manure and farm machinery and has sloping low level ground conditions.
It is also the only space available to cater for the future expansion of the existing farm buildings as there are high voltage overhead electricity cables in the field directly north of the existing agricultural buildings.
It is relevant that this area would not be desirable to site the proposed dwelling as nearby farm odours, noise and views would result in a very poor living environment.
The applicants son Matthew is already employed in agriculture and has a degree in agricultural business studies. He is interested in taking on the "Leodest Farm" tenancy on the retirement of his parents Mr and Mrs Jones.

Having carried out an appraisal of the site, taking into consideration position of existing buildings, farm access, land use, land ownership, overhead electric cables, access and planning circular 3/91 we suggest that the site chosen within the submission is the most appropriate location for the proposal. Our clients would also welcome any site inspections by the planning officer regarding this application and would be happy to assist with any further information that may be required.
As tenant farmers, the proposal if approved would safeguard both our clients business and future living requirements.
