The officer assessed the site as 'white land' not zoned for development, applying General Policy 3 which exceptionally permits agricultural dwellings where real need is demonstrated (Housing Policy 7)…
General Policy 3
Prohibits development on unzoned land except essential agricultural worker housing in exceptional circumstances (cross-ref Housing Policies 7-10). Officer found proven need via DAFF labour units and farm operations met the exception despite white land location.
Housing Policy 7
New agricultural dwellings only in exceptional circumstances with real need demonstrated. DAFF confirmed need from suckler cows at Ballabane (winter/calving observation) and sheep lambing welfare; 380 acres justified 2.48 units.
Housing Policy 8
Requires agricultural occupancy condition limiting to persons/last employed in agriculture or dependants. Condition imposed as standard.
Housing Policy 9
Requires siting within/adjoining farm buildings group, well set back from highway, via existing access. Site across A10 not adjoining but accepted due to yard constraints, cables, flooding; opposite farm, screened, uses highway access.
Time limit for reserved matters
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
