Proposed Department of Health and Social Security Residential Unit on Land at Cronk Grianagh, Braddan
Planning Statement in Support of Planning Application by Estates and Housing Directorate
1.0 The Department of Local Government and the Environment is acting as agent for the D.H.S.S. (who own the land at Cronk Grianagh) by facilitating the Development of the Residential Unit alongside the Development of First Time Buyer Housing (subject of a separate planning application).
2.0 The D.L.G.E. is the Government Department responsible for Housing Policy on the Isle of Man and has sought Design and Develop tenders for both the affordable first time buyer housing and the unit for the D.H.S.S. concurrently.
The D.H.S.S. (as landowner), D.L.G.E. and Preferred Developer (Parkinson Ltd.) will enter into a Development Agreement to provide the Developments (subject to all statutory approvals).
3.0 The D.H.S.S. unit is very similar to bungalows previously developed on the former Mannin Infirmary site (to the North of the current site).
4.0 These residential units are designed to meet with the D.H.S.S. policy of providing housing for clients with physical and learning disabilities which is domestic in scale (this proposal is for a 4-bedroomed unit with an additional bedroom for a carer/supervisor) and is integrated into the local community.
5.0 The site meets with these requirements being near to the adjacent housing estates, with access to the Strang area, proximity to bus routes and having the Cronk Grianagh Parkland open space near by.
6.0 The Department and D.H.S.S. therefore believe that the site, being in the ownership of the D.H.S.S. is suitable to meet the housing requirements of the D.H.S.S. as described.
