Waste Policy 1
Permits waste management including landfill subject to need per Waste Strategy, no unacceptable impacts on amenity/traffic/ecology/landscapes etc., acceptable access/highway safety, phased restoration, no alternatives, no bird strike risk. Officer assessed extension complies as subsoil need acknowledged, prior approval addressed b/c impacts, no EIA needed for time extension only, restoration per drawing.
Hours of operation
Vehicles containing materials to provide infill shall only visit the site between 0800hrs and 1730hrs Monday to Friday and 0800 to 1300hrs on Saturday. No vehicles containing materials may visit the site on any Sunday or Bank/Public Holiday.
Time limit and restoration
This permission relates to the continuation of the infilling operation for a period of four years from the date that this decision becomes final, after which period the importation of material must cease and within such time the tipped material must be graded, top soiled and allowed to re-seed naturally.
Approved plans
The infilling must be undertaken in accordance with drawing 002/B received on 23rd April, 2007.
Permitted materials
This permission relates to the tipping of topsoil and subsoil on the site. For the avoidance of doubt no approval is given for the tipping of scrap vehicles, domestic refuse, scrap domestic appliances or demolition rubble.
Wheelwash retention
The wheelwash required under the previous application, PA 00/1949 must remain on site and be operational throughout the duration of the infilling.

The Planning Committee initially approved the application by David Crowe Plant Hire Limited for a landfill site but faced an appeal from DAFF due to concerns over ecological damage in a Nature Conservation Zone and inadequate mitigation. The applicant submitted revised plans at the inquiry reducing the tipping area and protecting more mire habitat, leading to agreement on conditions among parties including DAFF. The inspector found the amended scheme acceptable for environmental conservation subject to conditions and concluded traffic impacts on the designated heavy haulage road were not severe enough for refusal despite some harm to residential amenity. The inspector recommended dismissing the appeal and granting permission with detailed conditions. The Minister accepted this recommendation on 31 May 2002, confirming the Committee's decision.
