Officer's Report

The Site

The site represents the curtilage of Malew House, a substantial dwelling situated on the south western side of Cross Four Ways, to the south of the A7 and to the west of the A3. The house is situated roughly equidistant from both roads and the applicant owns more land to the west.

Planning Status

The site lies within an area of an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.

Planning History

The following applications have been submitted in respect of this site:

• PA 94/1491 - alterations and conservatory - split
• PA 95/0919 - erection of conservatory with integral swimming pool - permitted
• PA 95/1593 - replacement of flat roof with pitched roof - permitted
• PA 97/1180 - change of use of ground floor from residential to office - refused at review
• PA 02/1725 - erection of barn and stables - split
• PA 02/2440 - erection of agricultural barn - permitted

The Proposal

Proposed now is the provision of a link piece between the double pitch of the main roof to provide access between the two roof areas within the house. Also proposed is the installation of three rooflights in the rear pitch.

Assessment

The building is set back from the road and some distance from public visibility. As such, and as the proposals will change only slightly the appearance of the property, I can see no adverse impact from the proposal.

Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
