Area Of Land Adjacent To Oatlands Quarry, Oatlands Road, Santon, Isle Of Man, IM4 1ef
Cable and Wireless Isle of Man Limited proposed erecting an 11.8m high galvanised steel monopole mast painted brown, with 3 panel antennas, 1x300mm and 1x600mm dishes (total height approx 15m), and three small equipment cabinets on vacant hardstanding in an industrial area adjacent to Oatlands Quarry.

The officer noted the site is industrial in nature within Oatlands Quarry, screened by trees and industrial buildings, 330m from the B24 public highway, making the mast difficult to notice.
Infrastructure Policy 3
Requires balance between telecom needs and environment via presumption against intrusive masts in sensitive landscapes, mast sharing, redundant removal; exceptions for strategic national need not met by sharing/alternatives. Officer found no harm to landscape character due to screening/siting; essential location demonstrated as alternatives discounted; network sharing justified new mast.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This permission relates to the installation of a 11.8m monopole mast with associated equipment cabinets as shown in drawing numbers 02108/1, 086/010 Issue A, 086/012 Issue B, 086/013 Issue B, 086/014 Issue A, 086/017 Issue A dated stamped 6th December 2006, Supporting statement prepared by CH2M Hill dated 4th December 2006, Declaration of Conformity with ICNIRP Public Exposure Guidelines dated 06/12/06.
Colour coating
Within one month of the installation of the mast, antennas, transmission dishes and equipment cabin hereby approved, they shall be colour coated in full accordance with details shown on the approved plans and in a matt finish. Any replacement or modification shall be colour coated to match within one month of the works being carried out.
Removal if redundant
In the event of the mast and equipment cabinets erected under this approval becoming redundant they must be taken down with all ancillary infrastructure and be removed from the site within 3 months of the cessation of use.
Manx National Heritage objects to multiple telecom mast applications including 06/02108/B due to cumulative landscape impact and lack of mast sharing, recommending a public inquiry. Santon Commissioners strongly oppose 06/02108/B and 06/02107/B, citing proliferation of masts and calling for sharing and camouflaged cabinets.
Key concern: cumulative visual impact on Manx landscape from mast proliferation without sharing
Manx National Heritage
ObjectionThe Trustees of Manx National Heritage are deeply concerned at the scale of this scheme; all of the applications lack detailed consideration of the concept of employing the best available technology; we would strongly urge that these applications be 'called-in' for public inquiry
Santon Commissioners
ObjectionThe Commissioners strongly oppose the erection of aerial masts by rival firms in addition to those already in position; it is manifestly undesirable to double the number of such masts around our countryside if it is possible for them to be shared. Is sharing practical?; Equipment cabinets should ideally be such as to blend with the countryside where appropriate
Conditions requested: Equipment cabinets should ideally be such as to blend with the countryside where appropriate, e.g. as cabinet in stone at mast site, Ballavar Farm, beside Pound Road
