The officer concluded the proposal would have no significant adverse impacts upon public or private amenities, complying with the Isle of Man Strategic Plan 2016 and Ramsey Local Plan 1998.
General Policy 2
Requires development in line with Area Plans to respect site/surroundings in siting/layout/scale/design/landscaping, without adverse amenity/highway impacts. Officer found proposal compliant as it fits residential zoning, respects locality with non-obtrusive equipment, adequate separation to neighbours (19.7m+), and amended accessible paths.
Recreation Policy 4
Requires open space provided on-site or conveniently close, easily accessible by foot/public transport. Site centrally located in estate with good pedestrian links serves local housing, fulfilling S13 obligation from prior approval and addressing lack of play facilities; IOMSP A.6.3.1 emphasises need for social play spaces beyond gardens.

Reason: To ensure the provision of an appropriate landscape setting to the development.
Hard landscaping and pathways
All hard landscaping works (including a 1.2m wide pathway) as shown on approved drawing Auld APL 58 REV b shall be completed prior to the occupation of the play area and retained thereafter. The footpaths shall be 1.2m in width, accessible for all users and the first 5m of any pathway hereby approved shall be finished in a non-gravel material finish. Reason: To ensure the provision of an appropriate landscape/access.

Statutory consultees including DOI Highways, DOI Flood Management, and Ramsey Town Commissioners raised no objections to the playground proposal, with Highways suggesting pedestrian improvements; multiple local residents adjacent to the site objected due to concerns over noise, litter, traffic, privacy, and safety.
Key concern: highway safety due to speeding traffic and parking issues
DOI Highways Division
No ObjectionAfter reviewing this Application, Highway Services HDC finds it to have no significant negative impact upon highway safety, network efficiency and /or parking.; Highways Development Control notes the amendments uploaded on 20 January 2021 and welcomes the provision of connecting paths. These should be suitable for users of push and wheel chairs at a minimum of 1.2m wide and surfaced in a non-gravel material. Gravel should not be within 5m of the highway even for pedestrian use.
Conditions requested: Consideration should be given to pedestrian dropped crossings to readily facilitate connections for those on foot; bicycle parking; maintenance vehicle access
