The dwelling 19 Cannan Avenue, Kirk Michael, is a single storey detached bungalow which is located on the northern side of Cannan Avenue.
The boundary treatment along shared with the neighbouring property "Kelbar" consists of a 1.5 metre high wall and in part by a 2 metre high bush. The rear elevation consists of a 2.5 metre high hedge row.
The area has been zoned under the Kirk Michael Local Plan Order 1994 as being within an area of predominantly residential area. The property is not within a Conservation Area.
The application proposes the erection of an extension to rear elevation, re-tiling roof, removal of chimney stacks and smooth render external walls.
The Michael Commissioners:- No objection
Highways Division do not oppose.
Drainage Division no objection in principle subject to the following condition:- There must be No discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
Manx Electricity Authority:- Underground / overhead cables
The proposed pitched roofed extension has a rear projection of 5 metres and a width of 3.3 metres. The extension would leave a gap of 2.7 metres with the boundary shared with "Kelbar". I consider due to the height, siting and size the proposal would be acceptable and would not cause any adverse impacts to the detrimental of residential amenity of the neighbouring property.
A condition should be added however, which states that; obscure glazing (Grade 5) shall be installed in the North elevation of the en-suite window and shall be kept and maintained thereafter, to prevent overlooking form the en-suite bathroom into the neighbouring property.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawing KT/1/06 all received on 29th September 2006.
C 3. Obscure glazing (Grade 5) shall be installed in the North elevation of the en-suite window and shall be kept and maintained thereafter.

N 2. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
