The original applications for installing three larger replacement roof lights on the front roof elevation of Harbour House were refused by the Planning Committee due to harm to the Conservation Area character and Registered Building. Appellants argued for improved light, views, escape provision, and cited nearby precedents, emphasising building evolution. The Council defended refusal citing policy breaches under CA/3 and RB/5, lack of justification, and dominance on roofscape. Inspector found the larger lights would harm the Conservation Area roofscape visibility and Registered Building simplicity, with insufficient justification outweighing personal benefits. Both appeals recommended dismissed on 29 May 2007. Prior related appeal for dormer also dismissed.
