Officer's Report
Site
Field 371 is located on the northern side of the B3 Road. The curtilage of the site has been highlighted in red on the location plan submitted.
Land use zoning
The area has been zoned under the Isle of Man Development Plan 1982 as being an area countryside not zoned for development. The site is not within a Conservation Area.
Proposal
The application proposes the change of use of land and planting of a 2.5 acre mixed species wood.

Manx Electricity Authority have objected, unless one of the following conditions is met:- There is an 11kV overhead line crossing the proposed site and MEA require a 10 metre corridor, either side from the outside conductor which is free of all tress, to be created. The MEA shall also require the right to keep the area clear and trim any tree branches which encroach upon this corridor.
Or
The overhead line could be routed under ground, however this will also require a 5 metre corridor or the equipment could be diverted around the site
MEA will not accept liability for any costs incurred for the above.
We received a private letter of representation from a Mr Jessopp, who does not object to the proposal, but comments on the change of habitats and ecosystems through the proposed change of use.
Assessment / recommendations
The change of use from an agricultural field into a small wood land would result in the loss of some agricultural. The proposal would also change the appearance of the field.
With regard the loss of agricultural land, the site in question would only 2.5 ha which is a very small percentage. The appearance would alter, however the change would be very limited due to the significant boundary treatment along the B3 road which comprises of a hedgerow.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
