The Conversion of Buildings into Flats
The circular requires all flats to have a good external environment with a pleasant, clear outlook particularly from principal rooms, and access to external space for clothes-drying, refuse storage, car-parking, and general amenity. The officer assessed the proposal and found the small east-facing windows provided inadequate outlook, especially with the south window blocked reducing light, and no external space was provided. This was the primary policy test failed, despite parking being addressed.
Do not oppose subject to the imposition of the following condition: The garage door shall not obstruct the footway.
No Objection.
No objection in principle. It should be noted that it is an offence under Manx legislation to permit the discharge of polluting or harmful matter to any public sewers or watercourses.
The proposed flats must, on completion of the proposed works, comply with the requirements of the Housing (Flats) Regulations 1982 and be registered thereafter under the same Regulations.
