The circular requires flats/conversions to have a good external environment with a pleasant, clear outlook particularly from principal room(s) and access to external space for clothes-drying, refuse storage, car-parking, and general amenity. The officer found the high-level window views only a blank gable end 3.4m away, failing the outlook test, and no external space exists. Overlooking into 14 Derby Road kitchen compounded the amenity failure for both future occupants and neighbours.
