The officer initially had concerns about overlooking and loss of privacy from the rear first-floor kitchen windows and second-floor dormer windows impacting neighbouring properties.
Predominantly Residential zoning
The site is zoned as within a predominately residential area. The officer assessed the proposal as appropriate in this residential zoning, with the residential development fitting the land use designation.
Planning Circular 2/88 - The Conversion of Buildings into Flats
Requires flats to have a pleasant, clear outlook from principal rooms and access to external space for clothes-drying, refuse storage, car-parking, and amenity. The officer confirmed compliance due to outlook over car park and provision of garages/yards/parking.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

No ObjectionI have no real objection to the principle of this proposal, which is a brownfield development.; However as with 06/886 above it would mean the loss of another small commercial site. In addition, although I accept the existing use has vehicle access across the pavement I am not convinced this is ideal in confined urban areas with pedestrian traffic. I also have concerns about the outlook from the rear ground floor bedrooms.
