Having been advised that the case officer, for 8 & 9 on the published agenda, was required at an appeal, the Committee agreed to consider these two items out of order and together as they related to the same site. The Director explained, for the benefit of the members of the public in attendance, that the agents for the application had been advised of such re ordering to enable attendance. {{table:124795}} {{table:124796}} The case officer reported on the both matters and summarised the key issues, in particular, land use, zoning, registered building status, impact on street scene and the access and egress from the site. The objections from neighbours referred largely to traffic concerns and impact to the buildings at the rear of the site. The latter consideration Mr Sinden felt was founded. Affordable housing had been agreed to be waived by the Estates & Housing Directorate due to the potential development costs in relation to a registered building. Mr Moore explained his findings as to the registered fabric of the building. The application he felt, was successful, the plans sympathetic and contrasted with the existing building. Mr Sewell was invited to explain his concerns. Secure access and parking was suggested by the proposal and this was satisfactory for this site. He acknowledged that street parking would be lost on Falcon Street in order to allow for the egress from the car park. However, this was not a reason to justify refusal as more than adequate off street parking was being provided by the development. Mr Sinden presented a plan to demonstrate the provision of refuse collection. The amenity area was discussed. The Members were pleased at the principle in attempting to save this building but expressed concern as to the 'industrial approach'. Whilst admiring the attempt to draw up sympathetic plans they felt that the glass built extension to the rear was high impact and were concerned to potential overlooking. ### DECISION - Item 8. The Committee accepted the recommendation of the case officer and the application was refused for the following reason(s).
