Officer Report Duplicate

The application proposes the installation of timber sliding sash windows to replace the existing uPVC windows on the second floor front elevation of Erin Brae, Queens Promenade, Douglas. The property is within a Conservation Area as well as being a Registered Building (No 177). The property has had a recent application (04/02068/GB) for a Retrospective application for the installation of five uPVC top hung casement windows on second floor front elevation. The proposal was refused on the 29th December 2004, due to the building being a Registered Building and within a conservation area and the installation of uPVC top opening casement windows to replace painted timber sliding sash windows would be out of keeping with the original design of the building, would reduce the architectural interest of the building, and would detract from the architectural interest and attraction of the conservation area. The existing top casement uPVC windows (five in total) which are proposed to be replaced are on the second floor (top floor) of the property, will match the existing ground floor and first floor sliding sash timber windows. The proposed timber sliding sash windows will have the same decorative horns as the existing sliding sash windows installed. The Douglas Corporation have considered the application and have no objection to the proposal. We have received no privately written representations objecting to the application. The proposal would seem to be acceptable, and will enhance the visual appearance of the Registered property and will be in keeping with the original design due to the existing uPVC top casement windows detracting the architectural interest of the building and the attraction of the Conservation Area.

Conservation Officer's Report:

As outlined above, the previous retrospective application (04/02068/GB) for the installation of 5 No. top opening uPVC Casement windows to the top floor was refused at Appeal. This application seeks to replace these unauthorised windows with painted timber sliding sash in a pattern identical to the remaining painted sliding sash windows.

Placing aside whether or not the original windows could have been replaced; the proposed replacements are, in this instance, acceptable. The glazing pattern of the remaining windows is very simple and is only embellished with the traditional glazing 'horn'. This detail is to be faithfully replicated in the new windows.

The new windows should in a pattern identical to the original items remaining on the Ground and First Floor to the front elevation of the property, in terms of opening, glazing pattern and framing material (i.e. painted timber). All details such as framing horns and any mouldings in the remaining painted timber sliding sash windows are to be faithfully replicated.
