Officer’s Report
The Site
The site identified in red on the 1:1250 site plan represents the footprint of a proposed building to be situated within Balthane Industrial Estate. Outlined incompletely in blue are two sites which include other existing buildings.
Planning Status
All are within an area designated as Industrial on the Isle of Man Planning Scheme (Development Plan) Order 1982.
The Proposal
Proposed is the erection of an industrial building which will be 11m wide and 22.5m long and 6.25m tall to the ridge, finished in blue profiled sheeting to match others in the vicinity.
The building is neatly designed and not out of place on the estate.
Representations
There is a view from Department of Transport Drainage Division which recommends deferral pending clarification of the position of the nearby sewer. This request has been copied to the applicant.
Isle of Man Water Authority recommend the imposition of standard note 2 (SN23) regarding water supply.
There is also an objection from the Department of Transport Highways Division.
The applicant has submitted further drawings to which the Department of Transport Drainage Division have no objections. Department of Transport Highways and Traffic Division have indicated that they have no objection subject to a condition being imposed to require two off-street parking spaces.
Assessment
The proposal complies with the land use designation and it will not be out of place within this industrial estate.
Party Status
Malew Parish Commissioners, Isle of Man Water Authority, Department of Transport Highways and Traffic Division and Department of Transport Drainage Division are statutory authorities and as such should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of an industrial building as shown in drawing reference AT 769.1 Rev 1.
C 3. Prior to the occupation of the new building there must be provided on site two parking spaces to cater for the use of the proposed development.
C 4. The proposed building may be used only for industrial purposes or storage.
C 5. There must be no discharge of surface water to the main foul sewer.
C 6. No connection may be made from the proposed development until the public surface water sewer upstream of the development has been unparaded by the Department of Transport.
N 1. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
