Officer's Report
The application site is a single storey dwelling and part of field No.234370. The site is situated on the western side of the A3 at Coolid Dharry near Kirk Michael. The site is situated within an area not zoned for development and an area of high landscape value and scenic significance.
The proposal is utilise an existing vehicular access to a field to create a new driveway and parking area to the property.
The proposed vehicular access will allow vehicles to be parked within the site. However, the applicant has already got a vehicular crossover to his property situated approximately 60m to the south of the proposed access. The new driveway would extend the residential curtilage of existing property by approximately 53m which is contrary to policy. The existing vehicular access to the property has very poor visibility onto the A3. The existing access would be blocked up with a new sod hedge. The proposal will have very little impact on the visual amenities of the locality. In fact, the proposal will enhance the visual amenities of the area by helping to obscure the existing dwelling.
In consideration of this application the key issue here is to balance highway safety against the general presumption against development in the countryside. On balance I feel in this case highway safety is significantly more important than the policy issue. I therefore recommend that planning permission be granted subject to conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the creation of a new vehicular access and driveway/parking area as shown on drawing numbers 5240/2 Rev A and 5240/3/B date stamped 25th November 2005.
C 3. The new vehicular means of access shall not be used until the car parking and manoeuvring area have been provided in accordance with the approved plans and those area shall thereafter be kept available at all times for their respective purposes.
C 4. The new sod hedge to permanently close the existing access must be constructed in accordance with the approved plans within one month of the completion of the new driveway and parking area.
C 5. Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005 (or any Order revoking or re-enacting that Order) no extensions, greenhouses, walls, gates, fences, garden sheds, summerhouses, flag poles, decking, garages, or tanks for the storage of oil for domestic heating shall be erected (other than those expressly authorised by this approval.)
