In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby APPROVE the following application made on behalf of:

Name: Mr G G Boot Proposal: (a) Approval in principle for the conversion of buildings A, B and C to individual dwellings at: Ballagarraghyn Main Road Greeba Douglas IM4 3LH

which was considered on 22 October 2004, subject to compliance with the conditions specified below.

SCHEDULE OF CONDITIONS:

1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.

1. This approval relates to the conversion of the mill building (building A), the barn (building B) and the piggery (building C) to individual dwellings only and does not include the refurbishment and extension of the beggar's cottage (building D).

1. The Reserved Matters application must demonstrate a conversion scheme for each building which is in accordance with the provisions of Planning Circular 3/89 "Renovation of buildings in the countryside".

1. The Reserved Matters application must define residential curtilages, access and parking arrangements for each property.

1. The Reserved Matters application must include the survey results of a bat survey carried out in each building.

1. The Development hereby approved shall not be commenced until such time as the new water treatment works supplying the eastern supply area has been commissioned, or an adequate potable water supply is available to site, to the satisfaction of the Planning Committee, in consultation with the Isle of Man Water Authority.

1. The millrace which runs from the rear of the disused mill and alongside the property before discharging into the stream at the corner of the building is capable of transferring significant amounts of water during storm periods. The Reserved Matters application must include mitigation measures to prevent flooding of the property.

1. The mill wheel on building A must be preserved as part of this development and this must be included as part of the Reserved Matters application.

NOTE The applicant is reminded that no alterations to any watercourse may be undertaken without the approval of the Department of Transport's Land Drainage Engineer.

NOTE The applicant is recommended to consult with Mr Steve Moore from the Conservation Section in respect of the conservation and treatment of the stonework and the particular features of the buildings including the mill wheel on building A.

This review has been considered by the Planning Committee on written evidence. Any additional submissions not previously circulated to interested parties are enclosed herewith.

Note 1: This permission refers only to that required under the Town and Country Planning Acts and does not include any consent or approval under any other enactment, bylaw, order or regulation.

Note 2: No works may be commenced until such time as -

• the time for requesting an appeal in relation to the decision has expired; or
• any appeal has been completed.

Note 3: Rights of the appeal against the decision of the planning committee are attached. Note 4: An appeal must be requested within a period of 21 days. Date of Issue: 29th October, 2004
