Dear Sir / Madam Please find appended below the Commissioners' observations regarding the following planning application: 21/00998/B Erection of raised decking (retrospective) Villa Rhencullen, Rhencullen, Kirk Michael, Isle of Man IM6 2HA. Applicant: Mr Peter Sharples.
RDG Para 4.7.4 Raised decking, terraces or patios that are higher than 0.3 metres require specific planning approval. It is a requirement to ensure that neighbour's privacy is maintained by installing screening (fence, hedge etc) that reaches the hight of 1.8 m above ground level. Screening will only be appropriate if it does not cause loss of light and/or be overbearing to an adjoining property. These areas should be designed sensibly in order to avoid dominance at the front boundary of a property. Large areas of decking are unlikely to be supported at the side or front of the property.
In Para 7.1 of the Order GOOD NEIGHBOURLINESS applicants are advised to consider the effects of their development on their neighbours and asking, "Would they like this development next door to them?" If they might feel "blocked in or overlooked" and/or if the development would feel "too close dominant/overbearing."
The Commissioners urge the planning officer to uphold these material planning considerations in their consideration of this planning application.
