Officer's Report
The site defined in red represents the curtilage of Peel Clothworker's School between Derby Road, Montain View and Peveril Avenue and the new swimming pool. There is also an area designated in blue which represents additional land owned by the DoEd. The site edged red accommodates the school and associated car parking and sports facilities.
Proposed here is a reorganisation of the site providing for better internal circulation for users of the site and the disabled visitors, a new boiler room and extensions. The existing buildings are a mixture of single and two storeys, flat and pitched roofs, cladding and brickwork. Proposed are the additions of walkways with disabled persons' facilities, two new soft play areas, new hard play areas, extensions to the western block and a sizeable extension to the main block, internal alterations and a managed in and out traffic system using the existing access with a significant amount of new parking spaces and a new access road parallel with Derby Road. There is still a significant area of lawn between the main building and the road. The extensions are mainly single storey but there is a section of pitched roof in the main building which will not affect properties adjacent to the site. Finishes to the extensions are to be brickwork - lighter above ground floor level and darker below and painted render.
The alterations to the buildings will provide additional classroom space and will improve circulation within the site for able-bodied as well as disabled persons. The new parking and traffic management system will improve vehicular circulation within the site. All of the changes appear to be improvements in the appearance and working of the site and there are no objections to the application.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions all as shown in drawings PL10-01, -02, -03, -04, -05 and -06, PL11-01, PL12-01, -02, -3 and -04 all received on 7th July, 2005.
