The application is on a prominent corner position. The estate is essentially open plan and the green feature adjacent to 30 Faaie-Ny-Cabbal is a typical feature of the street scene. I consider the enclosure of this area would have an adverse impact on the openness of the street scene.
However, is worthwhile to note that the fallback position is the applicant could erect a 1m high wall without planning permission, which would equally impact on the openness of the street scene.
Impact of the proposal on highway safety will be minimal, as the the proposed would only exceed the Permitted Development Order by 0.2m. I therefore conclude this proposal would not adversely affect public safety on the public highway.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a wall as shown in drawing numbers 1:250 site plan received on 28th July 2005
C 3. The facing materials of the proposed wall shall match the existing wall in all respects.
C 4. Prior to the commencement of works, full elevational details of the proposed wall shall have been submitted to and approved in writing by the planning authority. The development shall be constructed in accordance with the approved details.
