The estate is essentially open plan and the green feature adjacent to 30 Faaie-Ny-Cabbal is a typical feature of the street scene. I consider the enclosure of this area would have an adverse impact on the openness of the street scene. However, is worthwhile to note that the fallback position is the applicant could erect a 1m high wall without planning permission, which would equally impact on the openness of the street scene. Impact of the proposal on highway safety will be minimal, as the the proposed would only exceed the Permitted Development Order by 0.2m.
