# Officer Planning Report Recommendations

## Planning Report And Recommendations [Table omitted in markdown export] ### Considerations [Table omitted in markdown export] ### Written Representations ### Consultations [Table omitted in markdown export] [Table omitted in markdown export] ### Policy

### Officer's Report

The application is on a prominent corner position. The estate is essentially open plan and the green feature adjacent to 30 Faaie-Ny-Cabbal is a typical feature of the street scene. I consider the enclosure of this area would have an adverse impact on the openness of the street scene.

However, is worthwhile to note that the fallback position is the applicant could erect a 1m high wall without planning permission, which would equally impact on the openness of the street scene.

Impact of the proposal on highway safety will be minimal, as the the proposed would only exceed the Permitted Development Order by 0.2m. I therefore conclude this proposal would not adversely affect public safety on the public highway.

## Recommendation

Recommended Decision: Refused

Date of Recommendation: 28.09.2005

### Conditions and Notes for Approval / Reasons and Notes for Refusal

C: Conditions for approval N: Notes attached to conditions R: Reasons for refusal O: Notes attached to refusals

R 1.

The proposed wall would by reason of its siting and design in this prominent location result in the introduction of an unsympathetic feature into the street scene, disrupting the rhythm of development, detracting from the open character and layout of the surrounding development and causing serious harm to the visual amenities of the locality.
