Officer's Report
- The site comprises the curtilage of a warehouse on the Middle River Industrial estate (approved under 03/746 – see condition (2) in particular).
- The application proposes change of use to: "the hire, repair, and storage of small tools and equipment, and the sale of associated products, together with associated offices".
- The proposed use is probably better located on an industrial estate than in a conventional retail area.
- See Department of Transport's comments requiring 20 parking spaces for staff/customers, and sight lines.
- I will seek a plan demonstrating that compliance with these requirements is possible.
- See drawing number 03/171/1(A) received 24th May. This shows a parking layout for twenty cars and the sight lines required. I understand that there is now a Bond ensuring completion of the estate road.
The principal issue is that of controlling the extent and nature of the retailing.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. Prior to the commencement of the proposed use, the parking spaces indicated on drawing number 03/0171/1(d) date-stamped 24th May 2005 must be completed and available for use.
C 3. This approval relates specifically to use of the site for the hire, repair, and storage of small tool and equipment, and the sale of associated products, together with associated offices; no approval is hereby granted to use of the site for purely retail purposes or for any other mixture of uses than that should.
C 4. No signage may be displayed without the prior written consent of the Planning Committee.
C 5. Prior to the commencement of the proposed use, the developer must
- (a) consult with the Fire Safety Office to discuss all aspects of fire safety; and
- (b) implement the recommendations arising from this consultation.
