Officer's Report
The site represents the curtilage of Orrisdale Farm located on the both sides of the Orrisdale Road. The farm holding also extends to other parcels of land to the north east at Ballaquiggin, to the north west of Turkeyland Quarry and around Arragon Mooar as well as a strip of land on the eastern side of the A5 alongside the Fairy Bridge.
Previously planning permission was sought for the erection of two agricultural buildings under PA 01/1183. These were in the field to the north of the farm buildings on the Orrisdale Road but were refused on the basis that whilst the buildings were clearly needed, they represented an unacceptable visual intrusion into the countryside.
This proposal suggests a slightly different siting and bunding to try to screen the buildings from view from the south.
I spoke with the applicant prior to the submission of the planning application and he seemed to think that the amended siting would be lower and out of sight. The application does not address the potential views of the buildings from the north and east.
Malew Parish Commissioners do not object this time and there are no objections from adjacent residents.
I will contact the applicant to address the above.
I visited the site and discussed the application with the applicant who suggested that he thought that the buildings would not be seen and that he did not wish to have his buildings exposed or visible. He also pointed out the conspicuousness of Dr. Taylor's new house on Arragon Mooar headland. He suggested also that he is quite prepared to bund around the buildings and plant trees all around the site.
The applicant is limited in his choice of locations for the new buildings and the more screened he is from general and longer views, the closer he will come to existing property and the greater the chance of objections from existing residents, the main reason he wishes to relocate the activity and buildings.
I think the buildings will be visible although the extent of their visibility will depend upon the level to which the site will be excavated to accommodate the buildings and the amount of bunding and the amount of landscaping to be introduced. The bunding will take the form of a sod hedge and will be high enough to provide some effective screening. This should be extended around all sides of the buildings.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of two agricultural buildings and the associated bunding/hedging works as shown in drawings 791-01, 791-02, BD17885PL, the contour map, site and location plans all received on 23rd March, 2005.
C 3. The buildings may be used only for agricultural purposes.
C 4. All external finishes to the buildings must be in a dark green colour.
C 5. Prior to the commencement of works on the erection of the buildings, the Planning Authority must have approved a scheme of landscaping and mounding on all sides of the proposed building so that the visual impact of the buildings is reduced as viewed in the wider landscape. Tree planting should be in natural groups of trees rather than in simple lines around the buildings and should include a mix of tree types - deciduous and coniferous. The advice of DAFF is recommended in this respect.
