The site defined in blue represents land associated with the holding farmed be Mr. and Mrs. Coole who live at Ballamoddha Moar, to the south of the site. They rent most of the holding (312 acres) and own the northern-most area on which there are several buildings which have suffered considerable damage in the recent storms of this year.
Mr. and Mrs. Coole obtained planning permission for the principle of an agricultural worker's dwelling under PA 01/1188 which was located alongside the Gate. That approval expires on 19th December, 2005.
The applicant has reconsidered this approval and would prefer to redevelop in another location whilst at the same time removing the damaged sheds which would be of benefit to the properties nearest to the sheds. The new farm dwelling would be around 180m from the nearest property alongside the Ballamodha but closer - within 80m of the property on the north western corner of The Gate junction.
The new location would be less conspicuous than the previous one and further from existing property. The demolition of the sheds would be of benefit for the residents alongside without any new detriment for those now closer to the new farm house and barn.

DoT have objected on the basis of inadequate access. However the application is in principle only and adequate visibility splays could be provided. DoT have confirmed this and suggest that an access could be formed to their satisfaction (2.4m by 90m) by placing the access part way along the road, repositioning and/or lowering the existing sod hedge boundary.
I recommend that the application is approved although the PC should minute that they are minded to approve the application subject to a legal agreement which rescinds PA 01/1188 otherwise both approvals could be taken up.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2. This approval relates to the principle of the demolition of the existing agricultural sheds and the erection of a new agricultural building and farm dwelling as shown in the submitted plans and maps all received on 15th March, 2005.
C 3. The building must only be used for agricultural purposes.
C 4. The occupation of the proposed dwelling(s) must be limited to persons whose employment or latest employment is or was employed in agriculture in the Island and including also the dependants of such persons as aforesaid.
C 5. The application for reserved matters must include the provision of a new means of access to the new development. Such an access must be safe and provide visibility splays of at least 2.4m by 90m to drivers of vehicles emerging from the site onto the B30 highway.
Note: the applicant is advised to consult the Department of Transport in respect of the above, prior to the submission of any application for reserved matters.
C 6. The new dwelling must be designed as a traditional farmhouse in accordance with the provisions of Planning Circular 3/91 policies 2-7 inclusive.
