Officer's Report
An extension to the cold store is proposed at Ballahig Farm. The building was approved under PA 00/1137 and the position altered under PA 01/1829.
The building would almost double in size. The building is already visible from across the valley on the Gleneedle road on approach to St Johns.
The building would be greater in mass and would be more noticeable in the landscape.
The owner has clarified that the building is used for the storage of meat for restaurants etc. Stock is delivered to premises but it is acknowledged that on occasion customers will visit the site. A landscaping scheme is suggested as mitigation.
Due to the fact that the building can only be viewed at a distance, subject to a landscaping scheme the application is judged acceptable.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. The building as extended must only be used as a cold store or for agricultural purposes. No retail or trade sales shall take place from the building.
C 3. The extension must be clad in dark green sheeting to match the existing.
C 4. Prior to the commencement of works a landscaping scheme must be submitted and approved by the Planning Committee which must include proposals for native planting on all sides of the building.
C 5. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
C 6. This approval relates to the location plan and drawing numbers C/1/04 and C/2/04. No approval is hereby granted to the formation of any additional hardstanding or parking area.
